France. This is a so called "Dieppe" set. For a long time I thought it has a Napoleon with Mamluk theme. However, the white King is not Napoleon, and although pawns could be, this type of military bicorn hat was used by other officers as well. They wore many different kinds of hats. Moreover, Napoleon would hardly be a pawn in a French chess set and 8 Napoleons also seems unlikely. On the red side only the pawns are looking Mamluk. No idea who the kings are in this set.
